The closure of the Neelum-Jhelum Factory causes a loss of 33 billion rupees, and the investigation of the tunnel collapse continues – Trendy Blogger

The Ministry of Water Resources has informed the National Assembly that the Nilom-Gyleom Energy Factory has been inappropriate since May 1, 2024, in the wake of the collapse of both main tunnels, which led to a loss of 33 billion rupees due to the ability to not connect.

In response to a query from MNA, Dr. Navisa Shah, during the hour of questions, the ministry stated that the initial assessments put the cost of reform at about 21.7 billion rupees. This includes building a 2.5 km concrete lining in the collapsed departments and reforms to other damaged areas.

However, the cost may change after more technical investigations and recommendations by an independent committee of experts and project consultants.

The ministry clarified that the electrical energy project in Nilom Jahilum was governed by the fourth edition (1987) of the circumstances of the tricky contract, with additional adjustments. While civil works are designed by project consultants, engineering material processing components (EMH) was designed by the EMH contractor and then the consultants reviewed. Both contractors carried out construction under the supervision of the consultant.

Two separate committees were formed for investigation – on May 20, 2024, by the Prime Minister and another on January 7, 2025 – to determine the cause of the collapse and the appointment of responsibility.

The results of the committee are still waiting. In addition, a consulting company participated to investigate the accident and conducted a visit to a site between 1 and 7 February 2025.
