CCP agrees to the NLC-DP World to enhance the logistics sector in Pakistan

The Pakistan Competition Committee (CCP) approved the acquisition of the National Logistics Company (NLC) for a 60 % stake in DP World Logists Fze, a commercial company and logistical services based in Dubai. The deal, which is facilitated by the Special Investment Facilitation Council (SIFC), aims to enhance the logistics and shipping industry in Pakistan while ensuring fair competition in the market. The CCP evaluation concluded that the merger will not create a dominant position in the market or restrict competition under the competition law, 2010.

DP World, a leading global port operator, runs the supply chain and commercial centers in more than 69 countries, including major ports, stations and logistics parks. It is expected that the company’s entry into the logistics market in Pakistan will simplify the supply chain operations, improve efficiency, and provide international best practices. Meanwhile, NLC, a state -owned entity founded in 1978, plays a pivotal role in shipping and infrastructure services in Pakistan and multimedia logistical services, covering land transport, storage, and re -charging.

The relevant market has been identified as “logistics of road charging”, a major segment in the trade and transport sector in Pakistan. CCP decided that the merger would not lead to monopolistic concerns, as the two companies operate primarily in different sectors. Instead of reducing competition, treatment is expected to enhance logistical capabilities, improve market access, and attract more investment in the sector. Lack of significant coordinated effects also means that concerns about potential collusion are minimal.

Approval of this integration indicates Pakistan’s increasing attractiveness for foreign investment in logistical services, especially since the global supply chain failures highlight the importance of effective charging management. With DP World experience and NLC’s local network, the joint project is expected to improve logistical infrastructure significantly, reduce transportation costs and increase Pakistan’s competitiveness in regional trade.
