IslamabadThe Stainstore Association in Pakistan (CAP) has raised great concerns about the ongoing technical difficulties and enforcement challenges facing first -class retailers using the FBR (POS) system. CAP Asfandyar Farrukh President called for an urgent intervention by the FBR Rashid Mehmood Langial President, as the system’s continuous failure cases cause severe disturbances in retail sales and expose companies to major commercial risks.
Despite the complete compliance of the system requirements, retail merchants with the POS FBR system face frequent technical problems. This forced separation includes the expiration of the profile, the synchronization of the failed bill with the FBR portal, the unjustified version changes, and the insufficient communication with regard to the system updates. Moreover, retailers are burdened with the conversion of the handicraft, a lack of wholesale download options, and the outdated technical documents, which have not been updated since 2019.
Retail dealers also expressed their frustration due to excessive enforcement procedures, including the sudden seal of their stores due to the irreplaceable bills – are often the result of the regime’s failure, not neglect. In addition, additional tax deposits requirements before submitting sales tax declarations, although good input tax adjustments have increased retail frustration.
“These demands must be rationalized to reduce the unjustified pressure on compatible companies. These measures lead to the erosion of retailers’ confidence and hinder the adoption of the POS system.” The situation was more exacerbated by the introduction of SRO 69 (I)/2025, which imposes unrealistic compliance requirements amid the efficiency of the ongoing system.
The sponsor Rana Tariq called for a review of the 2006 sales tax rules in cooperation with the regulatory retail sector and requested a meeting with the FBR leadership to address these urgent issues and find a decision.
